In a large bowl, whisk together the oats, flour, baking powder, baking soda, salt, and brown sugar.
In a medium bowl, lightly beat the eggs. Whisk in the vanilla and vegetable oil. Add the peanut butter and whisk until smooth. Whisk in the milk until well combined.
Make a well in the center of the dry ingredients and stir in the wet ingredients, being careful not to over mix the batter. Let the batter stand for 5 minutes before gently stirring in the chocolate chips and chocolate candies.
Heat a large skillet over medium heat, and coat with cooking spray or vegetable oil. Pour 1/4-cupfuls of batter onto the hot skillet, and cook until bubbles appear on the surface. Flip with a spatula, and cook until browned on the other side, about 2 minutes per side. Serve with chocolate syrup!
